Peru’s justice minister, Juan Jiménez Mayor, has flatly rejected the idea that President Ollanta Humala may be implicated in a human rights violations case brought against the Peruvian State before the Inter-American Commission on Human Rights (IACHR). Peru’s military human rights record was notoriously bad during the 1990s, when Humala was an army officer. While the case has already been shelved by local courts, a recommendation by the IACHR that the investigation is re-opened, or the submission of the case to the Inter-American Court of Human Rights (CorteIDH), may force Peru and President Humala to revisit their past.
