On the sidelines on the Summit of the Americas presidents Juan Manuel Santos and Barack Obama formalised on 15 April in Cartagena de Indias a bilateral ‘action plan’ for cooperation on regional security, which implements a proposal made in February at the bilateral High Level Strategic Security Dialogue in Washington. For some, this confirms that Colombia is continuing to act as a proxy for the US in the region.
