Santos steps out to help others fight crime

On the sidelines on the Summit of the Americas presidents Juan Manuel Santos and Barack Obama formalised on 15 April in Cartagena de Indias a bilateral ‘action plan’ for cooperation on regional security, which implements a proposal made in February at the bilateral High Level Strategic Security Dialogue in Washington. For some, this confirms that Colombia is continuing to act as a proxy for the US in the region. For others, it reflects Washington’s reaction to the assertive role assumed by President Santos in the area of regional security.
