President Alvaro Uribe appointed a new interior and justice minister
this week after the previous incumbent, Carlos Holguín, unexpectedly decided to
step down on 20 June in order to pursue his presidential ambitions next year.
Uribe was reputedly less than impressed with Holguín's fulfilment of his role as
the bridge between the executive and legislative branches of government. His
successor, Fabio Valencia Cossío, faces the immediate challenge of marshalling
support in congress for a new political reform bill, after 20 July and pushing
through a constitutional amendment allowing Uribe to seek a third
