MEXICO: Pemex reform runs into problems

President Felipe Calderón Hinojosa's key reform, to the state oil monopoly, Petróleos Mexicanos (Pemex), is reaching a decisive phase. Congress has been debating the proposal and on 27 July the leftwing opposition is organising non-official referendums on the government's plans in cities and states it controls. On 9 July, Calderón discussed the reform with his Brazilian peer Lula da Silva at the G8 meeting in Japan.
