None other than Uruguay’s President José Mujica has warned that the Southern Cone’s disparate customs union, the Southern Common Market (Mercosur), is floundering under the weight of the protectionist policies currently favoured by its leading members Argentina and Brazil; while the fate of the Venezuela-led Alianza Bolivariana para los Pueblos de Nuestra América (Alba), clearly depends on the outcome of President Hugo Chávez’s battle with cancer. On 6 June the Presidents of Colombia, Mexico, Peru and Chile held the IV Pacific Alliance summit in Antofagasta, Chile, and signed a framework agreement giving official life to the new regional economic bloc.
