MEXICO: Puebla case to test Mexico’s commitment to protecting foreign investment

Following the recent bout of foreign company expropriations by national governments in South America, Mexico has emerged as a safe haven for foreign investment in the region. Indeed the country boasts of having an ideal investment environment, with clear and well established rules and a good track record of adhering to them. However the emergence of a case against the Puebla state government by an international construction firm may test this reputation.
