As ministries go in Cuba they do not get much bigger than information & communications and basic industries. The first has the responsibility, among other things, of coordinating and disseminating Communist party propaganda; the second has responsibility for the crucial nickel industry and the oil sector, at a time when Cuba is moving ahead with plans to drill five deepwater oil wells in the Gulf of Mexico by 2013. Both ministries are now headed by new men after President Raúl Castro decided to reshuffle his cabinet once again last week.
