The threat of bringing the country to a halt if the government of President Cristina Fernández did not change its stance ahead of salary negotiations, raise the income tax threshold and extend family conditional cash transfers to all workers was becoming old and losing credibility. So Hugo Moyano, the secretary general of the general confederation of labour (CGT) and of the union of truck drivers (Schoca), decided to make good on his promise of mobilising truckers and halting the transport of all goods if the union was denied a 30% salary increase.
