Gap between prior consultation and right to veto

Frequent complaints of the anti-mining protesters are: that governments have approved the initiation of projects involving indigenous territories without the prior consultation to which they are obliged under International Labor Organization (ILO) Convention 169; that governments have wrongly delegated the consultations to the firms promoting the projects; or have simply disregarded the views of the people affected. A problem in this last case is that the convention does not add to the right to consultation the additional right to veto a project.
