GUATEMALA: Constitutional reform debate gathers pace

The debate over plans to reform the 1985 constitution is well underway. President Otto Pérez Molina announced his intention to make amendments at the end of May [WR-12-22] and recently unveiled the first draft of his proposal which has already met with rejection from various sectors. While he was due to present the bill before the 158-member unicameral congress mid July, this resistance has already forced him to delay the move by a month and reduce the number of proposed changes to 35 from 51.
