President Juan Manuel Santos took a decisive step in his bid to restructure the Colombian state this week. Santos appointed veteran politician Juan Carlos Esguerra to preside over a new justice ministry, eight years after it was appended to the interior ministry. Santos said the main function of the new ministry would be to “listen to the opinions of the high courts”. Under his predecessor Alvaro Uribe (2002-2010), relations with the judiciary hit a nadir and channels of communication were often restricted to virulent criticism in the press.
