DOMINICAN REPUBLIC: Medina moves on promises despite constraints

President Danilo Medina has launched an ambitious plan to eradicate illiteracy in the Dominican Republic by September 2014. Ambitious not just because illiteracy afflicts some 727,000 Dominicans (7% of the country’s population of 10.2m) or because educational standards are the lowest in the region, but also because on the very day he announced the plan, a team from the IMF touched down in Santo Domingo to highlight the fiscal challenges faced by his government.
