MEXICO: Labour reform, amended, passes first hurdle

It is highly likely that President Felipe Calderón will reach the end of his term having achieved something for the first time in 40 years: a reform of Mexico’s labour legislation. It is not certain, however, that he will achieve the objective that has eluded his Partido Acción Nacional (PAN) in its 12 years in power: to curb the autonomy of the powerful labour unions, who handle millions without having to account for them and select their leaders in opaque, unsupervised proceedings.
