Castro opens Cuba’s exit and re-entry gates, but not for everyone

President Raúl Castro’s long awaited reform of Cuba’s strict migration policy is all smoke and mirrors according to disgruntled dissidents, who, along with ‘valuable human capital’ like doctors, engineers and scientists, almost certainly face exclusion from the new measures. Neither can average Cuban citizens expect to leave that easily, at present their only options without a visa include the likes of Russia, Belarus (and latterly Ecuador) and, if they can make it onto dry land, the US.
