Cafta-DR delayed_ again. Costa Rica is seeking to extend for the second time its deadline for entering the Cafta-DR trade treaty. Vice-President Laura Chinchilla informed the US embassy last week that it would miss the 1 October deadline after the supreme court struck down one of 13 “implementation" laws, related to intellectual property and biodiversity, on the grounds that it contravened a UN International Labour Organization (ILO) convention requiring legislators to consult indigenous groups. The law will go back to congress. Costa Rica first gained a seven-month extension after missing a 29 February deadline.
