BOLIVIA | Rapprochement with the US turns sour. The framework agreement signed between the US and Bolivia last November, expected to start rebuilding ties between the two countries, appears to be going sour before its first anniversary. One factor in the recent worsening of relations was the US’s denial in September of a request by the Morales government for the extradition of exiled former President Gonzalo Sánchez de Lozada (2002-2003), accused in Bolivia of genocide over a 2003 incident known as ‘Black October’, in which more than 60 people were killed in an army clampdown. While the US did not give an official reason for its decision, anonymous sources cited by the US media said there were ‘serious technical problems with the Bolivian extradition request’.
