BOLIVIA: Law on Mother Earth takes effect

President Evo Morales last month promulgated the Framework Law on Mother Earth and Integral Development for Living Well, legislation which has been pending since Bolivia’s bicameral congress approved a preliminary bill assigning legal rights to the natural world in December 2010. Criticised by indigenous groups and environmentalists dismissive of Morales’s declared green credentials, given efforts to pursue development projects such as the controversial road through an indigenous territory (Tioc) and national park, Isiboro Sécure (Tipnis), the new law has also revived the debate surrounding the use of genetically modified (GM) seeds.
