Bolivian indigenous justice back in the spotlight

The announcement this week by a new indigenous council in the Bolivian city of El Alto, La Paz, that it would chemically castrate rapists and amputate the hands of thieves who re-offend for the third time, under its community justice system has once again focussed attention on the parallel systems of justice, established under the new 2009 plurinational constitution approved under the Movimiento al Socialismo (MAS) government of President Evo Morales.
