Correa moots new press constraints. President Rafael Correa proposed placing “democratic controls” on information this week by converting freedom of expression into “a role of the state”. Correa said that as freedom of expression was so important it was necessary to ask “how it is in the hands of private media groups seeking profit”. In an interview with the Spanish national daily
El País on 16 November he proposed more not-for-profit state and community media. He said “if information is a right why can’t it be a role of the state, like [imparting] justice?” He said this would ensure “democratic legitimacy, with democratic controls” rather than “businesses doing what they want”.
