Chávez prepares to shake up power structures

Venezuela’s opposition is bracing itself for the “revolutionary explosion of communal power”. The consensus is that President Hugo Chávez has set the detonator for shortly after regional elections on 16 December. He might wait until after municipal elections on 14 April next year. Communal power is defined by Chávez as power to the people, a definitive break with “the old structures of the bourgeois, capitalist state”. Precedent suggests, however, that in practice it would be heavily centralised.
