VENEZUELA & BOLIVIA: Polishing antidrug credentials

Venezuela and Bolivia, the two Latin American countries US President Barack Obama formally castigated last September for having ‘failed demonstrably during the previous 12 months to adhere to their obligations under international counternarcotics agreements’, have been trumpeting to all who will listen their achievements in this area, emphasising that what they have done did not rely on US assistance.
