The government of President Juan Manuel Santos is still in a state of shock over the International Court of Justice (ICJ) ruling that recognised that a huge expanse of the Caribbean that Colombia considered its own is part of Nicaragua’s exclusive economic zone. Santos immediately rejected the ruling, which strengthened the perception at home that he had ‘lost’ this case, and created abroad the impression that he was reneging on his commitment to accept the court’s decision. He has since been trying to tailor his response to appear strong at home while remaining peaceable and respectful of international law abroad.
