EU to send observer mission to Paraguay. On 12 December the European Union (EU) announced that it will deploy an electoral observer mission to Paraguay ahead of the 21 April 2013 general elections. The staging of free and transparent elections is more important than ever for Paraguay as it could lead to the lifting of its suspension from the Union of South American Nations (Unasur) and the Southern Common Market (Mercosur) following the June impeachment of former president Fernando Lugo (2008-2012). According to an EU statement, a 90-member observer mission will arrive in Paraguay on 1 March and will remain there until 16 May. The EU mission will join that of the Organisation of American States (OAS) which is already in Paraguay monitoring the electoral process.
