PARAGUAY-ARGENTINA | Preparing for difficult Yacyretá negotiations. On 17 December Paraguay’s foreign minister, José Félix Fernández Estigarribia, said that the government of President Federico Franco is preparing to re-negotiate the Yacyretá bi-national treaty with Argentina which governs the eponymous hydroelectric dam shared by the two countries.
