Humala pushes repressive laws targeting Movadef

After having enacted a law that penalises the funding of terrorism [SSR-12-11], the government of President Ollanta  Humala submitted to congress in December a package of proposed laws ostensibly designed to combat terrorism and organised crime, but mainly tailormade to criminalise one organisation: the Movimiento por Amnistía y Derechos Fundamentales (Movadef) which campaigns for an amnesty for the members of Sendero Luminoso (SL) convicted of terrorist offences and is seen as an attempt to revive SL by stealth.
