MEXICO: New strategy will take time to implement

Officially President Enrique Peña Nieto now has a public security strategy, which involves several major administrative upheavals at both federal and state levels. He indirectly indicated that the military will not be withdrawn from public security functions for the next three years, when a new national gendarmerie — to be drawn largely from the ranks of the military — will be up to full strength.
