Ramírez starts tinkering in Venezuela

While President Hugo Chávez continues to lie on his hospital bed in Havana, and there is the prospect of a fresh election in the near future, there is little chance of a significant economic reform in Venezuela. But, the powerful energy and oil minister, Rafael Ramírez, has started to push through some changes.
