Police chief killings. Gangsters gunned down Juan Manuel Pavón Félix, the director of the state police in Sonora on 2 November. Sonora is the home state of Manlio Fabio Beltrones, the ambitious leader of the Partido Revolucionario Institucional (PRI) in the senate. Beltrones, an outspoken critic of the federal government's security policies, is a former governor of Sonora. On 5 November Alejandro Parada, the commander of the municipal police in Léon, the biggest city in Guanajuato, was gunned down. The gunmen were waiting for him as he returned home.
