Juan Jované, an
influential leftwing economist, announced his intention last week to stand as
an independent candidate in Panama's presidential elections in May 2009. His declaration
poses a direct challenge to the electoral court, given the legal
requirement to be a member of a political party in order to stand
for election. Electoral legislation is frequently criticised by civil society groups for making it
difficult for new parties to enter the political arena. Jované maintains that his
candidature is intended to expose the lack of democracy in Panama.
