President Fernando Lugo is coming under increasing pressure to
implement his land reform plans. The civic group Frente Social y Popular, which
backed Lugo's presidential candidacy, staged a three-day protest this week to
express disillusionment with the pace of land reform, and to demand a tax on
soya exports. Dozens of protesters were injured on 5 November after the police
repelled their efforts to break into the attorney general's office in Asunción .
Lugo, who said he would not tolerate efforts to “break constitutional and
institutional order", insisted that he would not delay the presentation of his
