PARAGUAY | News or propaganda? The government launched a state news agency, Información Pública Paraguay (IPP), this week designed to improve transparency by granting greater access to public information. The IPP is part of the information and communication secretary (Sicom), granted ministerial rank, which was created by President Fernando Lugo within two weeks of taking office last August. Lugo insists that it will bring the government closer to the people, promoting a more pluralist and participative democracy, and will not serve to emit government propaganda, as the opposition claims.
