GUATEMALA: Pérez Molina shakes up security

 President Otto Pérez Molina has carried out his first major security shake-up since taking office in January 2012, replacing both his defence minister, General Ulises Noé Anzueto Girón, and head of the national police (PNC), Gerson Oliva. While emphasising that Anzueto Girón’s departure was in line with procedure (he retired having served the requisite 33 years in the army), Pérez Molina said his decision to sack Oliva reflected the fact that a change was needed – an acknowledgement that his government is failing to make sufficient headway vis-à-vis his chief electoral pledge, combating insecurity. How far this is likely to make a difference is a moot point given little indication of any change in security policy.
