With the announcement that the planned Gendarmería is to be smaller than originally envisaged, President Enrique Peña Nieto’s security policy is looking more and more like a continuation of that of his predecessor Felipe Calderón (2006-2012), with some presentational adjustments. The military is to remain involved in the fight against the drug cartels for quite some time, the strategy of going after the cartel bosses remains in place, and the plan to bring state and municipal police forces under unified commands is proceeding haltingly.
