The Cambio Democrático (CD) government of President Ricardo Martinelli has aroused familiar suspicion on the part of unions and civil society groups. This week it was forced to repeal an executive decree (D-920) which had met with fierce resistance from teachers’ unions who warned it would result in the privatisation of the sector. It nonetheless followed the recent approval by the CD-controlled unicameral legislature of a different law which many suspect could serve as a precursor to the sell-off of State-owned shares in public-private companies.
