BRAZIL: ‘A leopard never changes its spots’

The disapproval rating of the federal congress, the most publicly reviled institution in Brazil, rose a hefty nine percentage points to 42% (from 33% previously) in the latest Datafolha poll, released this week. Yet for the hundreds of elected deputies meant to be representing the country’s vast electorate, it seems self-preservation still trumps everything else.
