PARAGUAY: After EPP raid, Cartes gets new powers

In response to an attack by the guerrillas of the Ejército del Pueblo Paraguayo (EPP) shortly after he took office, President Horacio Cartes pushed through congress legislation that empowers him to field the armed forces in internal security operations without needing authorisation from congress — which is being challenged by the opposition as unconstitutional. By the time this legislation was promulgated an army contingent had already been deployed to the central department of San Pedro.
