President Michelle Bachelet conducted a
small but significant cabinet reshuffle last week. Out went the foreign minister
Alejandro Foxley and in came Mariano Fernández, the current ambassador to the
US, to replace him. The defence minister, José Goñi, was dispatched to
Washington in his stead. The government spokesman, Francisco Vidal, picked up
Goñi's portfolio. Vidal was replaced by Carolina Tohá, who becomes the first
member of congress to assume a cabinet position since legislation passed in the
