Colombia's Vice-President Francisco Santos
made a wholly unexpected announcement this week: Plan Colombia, the US-funded
counter-narcotics and counter-insurgency initiative, “is no longer necessary" he
said in an interview with the national daily, El Tiempo. The foreign ministry
rushed out a statement disowning his comments as did his cousin, the defence
minister, Juan Manuel Santos, who had only just returned from Washington
canvassing support for the financial backing to be extended. It is conceivable,
however, that the Vice-President, who has a reputation for being a loose cannon,
was encouraged to make his remarks to show the US that Colombia is not an
