POLITICS | Motion presented against foreign minister. On 14 October, Peru’s opposition presented a motion to censure Foreign Minister Eda Rivas for “breach of the constitution” in relation to President Ollanta Humala’s unscheduled meeting with his French peer, François Hollande, in Paris last week. Under the law, the president must obtain permission from congress for any absences from the country, particularly if these involve official duties. The opposition maintains that Humala failed to obtain this authorisation before meeting Hollande during a stopover in France en route back from an Asia-Pacific Economic Cooperation (Apec) summit in Indonesia. The motion was presented jointly by the right-wing Partido Popular Cristiano and the Alianza por el Progreso (PPC-APP). It also had the backing of the Partido Aprista (PAP) of former President Alan García (1985-1990, 2006-2011); the Fujimorista Fuerza Popular and Concertación Parlamentaria, bringing the total number of votes in favour to 49. Another 17 votes are necessary to reach the required 66 to approve a motion of censure in the 130-member unicameral legislature.
