MEXICO: ‘Hoodies’ are new public threat

The violent disruption of a march through the centre of Mexico City on 2 October, following a pattern that has been escalating since President Enrique Peña Nieto was sworn in last December, has highlighted a new public security threat which, like the spreading phenomenon of ‘self-defence’ groups in many states, the authorities do not seem to know how to contain.
