CHILE: Bachelet poised for first round victory

The polls are now pointing to a first round victory for opposition frontrunner, former president Michelle Bachelet (2006-2010), in Chile’s 17 November general election. No candidate has achieved such a feat since 1993, when Eduardo Frei Ruiz-Tagle took 58% of the vote – well above the requisite absolute majority of the valid vote. Yet Bachelet’s personal popularity does not necessarily extend to her quadripartite Concertación (which with the Partido Comunista [PCCh] has forged an electoral coalition, ‘Nueva Mayoría’, for the 2013 race). Thus there is considerable uncertainty as to the legislative contest, in turn raising questions as to Bachelet’s ability to implement her plan of government. The other unknown is voter turnout, following new electoral rules, approved in December 2011, making voting voluntary.
