Venezuela's foremost opposition leader, Manuel Rosales, was due to
appear in court on 20 April on charges of illicit enrichment. Instead, he was to
be found in Peru, seeking political asylum. Speaking on television from Peru,
Rosales accused Venezuela's President Hugo Chávez of “violating civil rights and
trampling on the constitution". He said he would have faced a mockery of
justice, Chávez having stated during November's regional election campaign that
he would put him behind bars. The Venezuelan government branded Rosales a
