MEXICO: Big push to approve electoral and energy reform

The race is on for President Enrique Peña Nieto to secure the passage of his energy reform bill through congress before the end of the current session on 15 December. The bill, in general form, was approved by the senate on 10 December and the lower chamber a day later against a backdrop of protests inside and outside the building by the political Left. Its debate follows the approval of a key politico-electoral reform bill by both chambers of congress, which requires final approval by the senate. This bill does away with a central pillar of the political system in place since the Mexican Revolution: no re-election. Mayors and congressmen will henceforth be able to stand for re-election. The bill also creates a new national electoral institute and an autonomous attorney general’s office.
