With the United Nations (UN)-backed international commission against impunity in Guatemala (Cicig) due to leave the country by September 2015, its remaining mandate is unlikely to be the smooth transition period suggested by President Otto Pérez Molina when he confirmed the appointment of its third and final director, Colombia’s Iván Velásquez Gómez last September [WR-13-35]. While Pérez Molina said that Velásquez’s chief role would be to ensure the handover of its investigative capacities to Guatemalan judicial institutions rather than open any new cases, last week Velásquez effectively appeared to declare war on the political establishment. He said that the rest of Cicig’s mandate would concentrate on investigating the infiltration of organised crime in politics and the financing of political parties.
