A 27-year old woman announced this week that President Fernando Lugo
fathered her second child. Benigna Leguizamón said she had been motivated to
speak out after Viviana Carrillo, 26, presented a paternity suit against Lugo a
week earlier [WR-09-15]. Lugo had planned to celebrate the first anniversary of
his electoral triumph on 20 April by reshuffling his cabinet to give new impetus
to his political project. In the event his announcement of four changes was
totally overshadowed by Leguizamón's claim; the media preferring to provide live
coverage from her humble dwelling in the border city of Ciudad del Este rather
