URUGUAY: Cannabis law approved amid strong opposition

Uruguay’s congress has approved a law regulating the cultivation and sale of cannabis under state licence. It has done so in the teeth of public disapproval that has not been swayed by the government’s attempts at persuasion — which could carry a political cost come the October 2014 elections. Passage of the law has also earned it strong criticism from the international drug watchdogs and a lightly veiled warning of liability to sanctions.
