The good news is that most of the people in those favelas of Rio where police pacification units (UPPs) have been established appear to approve of their presence. Not so good news is that these account for less than a fifth of Rio’s favelas, and the rest are still dominated either by drug gangs or the milícias, gangs formed by former members of the police who started out as vigilantes and ended up as traffickers themselves.
