Internal dissent in the ruling Concertación is seriously undermining
the presidential candidacy of Eduardo Frei. The likely opposition candidate,
Sebastián Piñera, rechristened his coalition Coalición por el Cambio last week,
placing the emphasis firmly on the “change" he is promising to deliver after 20
years of the Concertación. Not only has he been bolstered by the addition of a
prominent dissident from the Concertación, but he is also benefiting from the
emergence of a popular dissident within the Concertación who is defying the
