ECUADOR: Correa asserts independence

President Rafael Correa announced last week that 91% of bondholders had agreed to a government buyback offer for Global 2012 and 2030 bonds for substantially less than their face value. Days later he revealed that the interim congress had, at his behest, voted for Ecuador to leave the World Bank's International Centre for the Settlement of Investment Disputes (Icsid). Both moves are part of the government's strategy of reducing its dependence on foreign entities and increasing state autonomy.
