Approval of the secondary legislation linked to President Enrique Peña Nieto’s flagship energy reform was nearing as we went to press. The four secondary legislative packages necessary to implement the reform had made it through the federal senate, after the ruling Partido Revolucionario Institucional (PRI) and the right-wing opposition Partido Acción Nacional(PAN) overcame recent political differences and united in support of the initiative. In the chamber of deputies, the votes of the PRI and the PAN again supported its swift passage, despite resistance from the Left.
